Eau Claire Public Schools Seeks Bond for Facility Repairs
Eau Claire Public Schools Seeks May 5 Bond for Facility Repairs, Millage Renewal
Eau Claire Public Schools voters will consider two ballot proposals on May 5: a $7.09 million bond to address critical building infrastructure needs and a renewal of the district’s operational millage.
District officials say the bond proposal focuses primarily on replacing aging heating, ventilation and air conditioning (HVAC) systems and addressing necessary roofing repairs throughout the district.
Many of the current systems, particularly in the elementary school, have exceeded their expected lifespan by decades. School officials say aging equipment has led to inconsistent classroom temperatures, reduced air filtration and increasing emergency maintenance costs.
“Our HVAC system dates back to the 1950s and has reached the end of its life,” said Superintendent Ann Cluff. “Right now we’re essentially keeping it running with temporary fixes. Reliable heating and cooling systems might not sound exciting, but they make a huge difference in the learning environment. When classrooms are comfortable and systems work properly, students and staff can focus on learning instead of distractions.”
District leaders say replacing the outdated systems will improve reliability and energy efficiency while reducing the need for costly emergency repairs.
Why the district says the bond is needed
The district identified several priorities the bond proposal would address:
System reliability: Replace heating and cooling units that frequently break down during peak seasons.
Energy efficiency: Install modern, high-efficiency HVAC systems expected to lower utility costs over time.
Reduced repair costs: Decrease the ongoing expense of maintaining obsolete equipment and sourcing outdated parts.
Financial impact
The proposed bond totals $7.09 million, estimated at 2.39 mills. District officials estimate the cost for the average homeowner would be approximately $22 per month.
District administrators say the bond proposal has been limited to essential infrastructure improvements and does not include additional expansion projects.
Operational millage renewal
In addition to the bond proposal, voters will also consider a renewal of the district’s operational millage.
Operational millages in Michigan are approved by voters on a recurring basis and apply only to non-homestead properties, such as businesses, rental properties and second homes. The 18-mill operational millage does not apply to a primary residence.
School officials say the renewal is necessary to maintain current school operations and funding levels.
